Introduction of e-Invoicing in
Zimbabwe
The Zimbabwe Revenue Authority (ZIMRA) has introduced the Fiscalisation Data Management System (FDMS) to enhance service delivery and operational efficiency, as well as to reduce compliance costs through digitalization solutions.
FDMS is an integrated backend fiscalization solution that interfaces with most existing and installed hardware fiscal devices at taxpayers' points of sale, while also introducing virtual fiscalization solutions.
The system offers self-service facilities for taxpayers, approved suppliers, and manufacturers of fiscal devices, allowing for invoice authenticity verification through a self-service login into FDMS and QR code scanning to prevent fraud.
FDMS supports the generation of fiscal tax invoices, credit notes, debit notes, and Z reports, while also providing tracking and checking of fiscal devices upon purchase, online error reporting and resolution, online device monitoring, and system-generated VAT input tax schedules.

The regulation emphasizes the importance of verifying fiscal tax invoices through the FDMS system and states that ZIMRA will validate these invoices, thereby improving tax compliance, reducing and detecting tax fraud, and increasing transparency in dealing with fiscal tax invoices.
